1999 Johnson 25hp running on 1 cylinder

Hello everyone. I have a 99 Johnson 25hp J25ELEEN. It is running only on the bottom cylinder. I have done a compression check and both cylinders are around 120-125. New spark plugs gapped correctly. Coils have been swapped as well as the wires to try and find the problem, but it stays with the bottom cylinder. Also replaced the power pack thinking it was that, but i was wrong.
Could this be the stator or is there something else I'm not thinking of.

Have you checked the spark on both cylinders, do you not have any spark on the lower cylinder?

I've checked the spark, lower cylinder has strong spark. The upper cylinder has spark, but it's very weak. If i pull the upper plug wire off while running, it doesn't change the idle. If i pull the lower wire, the engine dies.

Go to the CDI website and look up your engine and use their troubleshooting guide to help you check your ignition system.
