If you are hitting the top of the rev range with ease, you could probably go up an inch or two in prop pitch. Each inch of pitch will drop your RPM 200-300. As long as you stay within the specified RPM range you are fine.

Nav

I went back to my dealer and got the 11 1/2 x 14 1/4" and went from 6200 rpm @ wot to 5950 rpm @ wot. Top rpm range is 5500-6000 rpm. I have an 16' too and it will do about the same as yours, 32 mph.
If you are pulling waterskiers you might want the lower pitch.
