You either have a bad ignition switch, or you have an "open" ground connection on you ignition "kill circuit". To kill the engine, the ignition switch "grounds" the Black/Yellow wires coming CDM modules. With the ignition switch in the OFF position, you should read a dead short to ground on the Black/Yellow leads. If you don't, that's why the motor will not shut off.
