1999 evinrude trim problems please help

i have a 1999 evinrude ficht with power tilt/trim. i can raise the engine up just fine but when i go to put it back down the motor stays running even after i let off the button. i have disconnected the trim up/down switch on the engine and on the throttle lever and it still stays running. ive also replaced the two relays for the trim motor and its still doing the same thing. any help would be greatly appreciated, thanks!!

Could the trim sensor be the problem or does that not have anything to do with the moving the engine up or down

Sounds like a prob in the box where the relays go.
