1999 BF8 Manual start Strange Whirrring sound from starter case

Motor runs well. Has a whirring sound coming from under or in the starter case. No knock or rubbing just a constant whir. Used a stethoscope to try to find the source and it seems to be loudest from the area of the breather cover. The other points on the starter case seem not to be as affected. I see there is a valve inside of the breather cover, could this make a noise as described.

take out starter.
inside is round spring.
if spring tension is weak starter dogs are not standing in right place

thanks raczekp1 . I ran it without the recoil starter on and still the noise. Could the valve be fluttering and making the noise?

first at page: boatinfo.no look for manual for your honda motor.
second look for valves clearance.
third check your valve clearence in motor.

The noise is heard at same level throughout the whole throtle range, or say less at idle more at wot ? is carb's bolts adjusted tight to intake menifold along carb's air silencer too ?

Seems to be most at idle. With stethoscope sound is in front top of motor, head does not eminate sound(from valves)
