1999 40 link and sync

I removed the power head and all attachments to replace the gaskets under the motor because water and exhaust fumes were getting under the cowl. I thought I would start from scratch with the link and sync. I adjusted the carb plate to horizontal at full throttle and adjusted the timing to 34 BTC at cranking speed as my manual states. When I pull back to idle position the timing at cranking speed is 10 BTC as my manual states. Here is the problem - My throttle plate in the carb is still open a little like the throttle tower is not going back far enough. When I adjust the stop it changes my timing. I have also moved the contact roller to all positions and the plate will not fully close. Any help would be appreciated.

you need to loosen the butterfly plates to make them close
