I need to know the fuel to oil ratio for a 1999 3.3 hp Mercury. Also, need to know where I can find a owners manual specific to this model.

It's a 50:1 mixture.16 ounces oil to 6 gallons gas.87 octaneshould be fine for the gas,the oil should be 2 stroke outboard oil, meeting tcw-3 specs.

For the manual, don't be suckered into a Seloc or Clymer one. They are very general, and cover too many models. See a Mercury Dealer,or order a Mercury manual on line.

Thanks for the quick response. I am having problems with my motor not wanting to stay started unless choke is completely open. Do you think I need to replace air filter, spark plug or maybe add an engine additive to clean the motor out?

? ? ? ? It's supposed to run with the choke open? ? ? ?

But it is a 99 motor and may need some maintenance. Like a tuneup, impeller change, etc.

Sorry, meant to say closed. I just checked spark plug and it is pretty dirty. going to change that. Any idea if there is a air cleaner on these things. I have looked everywhere and can't find anything.

It has no air cleaner, it probably needs a new spark plug and probably need to have some Power Tune run thru it per instructions on the can.
You can get a can of power tuner from your local Merc dealer.
While at the Merc dealer, get them to order you a service manual. Without it, you just buy parts and throw at it for no reason. The manual details things and how to do them.
Get manual part number 90-44477--1

this has helped me with mine. same issue, ran great one day, then the next day it would only run with the choke on. there is a small air cleaner in front of the carb in the molded air box. a little foam pad.
