1999 3.0 Volvo Penta Exhaust/Manifold Leak

I just bought a boat, and spark plugs kept fouling out, it runs great at high rpm's but it kept bogging out at low rpms.

I noticed a bit of smoke coming out from manifold, so i decided to take it apart, here are the results.

What do you guys think ?

Looks like a salt water engine, and the manifold and elbow need replaced.

Manifold is actually in pretty good condition, here are some pics of it.
A question i have is, the engine block where the manifold connects to, its rusted out a bit, and it seems it needs some re-surfacing the exhaust ports seems sharp with some build up on the edge, should i worry about that, or just get a new gasket, and call it a day ?

This is a very cheap boat, that i would rather not sink money into it, only need 1 or 2 years more out of it. Does the elbow really need replacing, i inspected it very well, and tested the internal water channels, and tried to break walls with a screwdriver, it was very solid, other than the outside rust. inside looks good.

Manifolds, shows almost no signs of rust, other than surface rust which can easily be scraped off and washed with pb-blaster/wd40. Im more worried about the engine block, as that one shows stronger signs of rust at the connection with manifold level, especially on the exhaust port close to the stern.
