1999 180 sea ray outboard - gas tank question

I looked at a used boat, it has the plastic tank you can see when you look thru the round plate that is in the motor well and is removable?

1. Has anyone had tank problems with ethanol on these sea rays? tank leaking or giving trouble in other ways? can tank be changed or it is glassed under a deck?

2. and are these with a 115 merc hard to steer if they do NOT have hydraulic steering
?

more about the boat-
whats the panel inside the stern held on by 4 screws- just in front of the gas tank
- it has a control on it that has recirc written on it- fish tank I think-

if you take this panel off can you get the fuel tank out?
