1999 1720 bayrunner action craft help

I have a 1999 1720 Action Craft Bay Runner SE with Bob"s Machine Shop Jack Plate and I recently put on a new Yamaha 115hp 4 stroke. i used the same prop that I had on my old 2 stroke Yamaha 115. A Laser II 48-16990, 20P. My problem is that I have a very boggy hole shot and the top end is not what I would expect. I have tried the present prop with all holes plugged as well as removing one at a time. Best performance is with all in place but it is still not optimal.

I would appreciate any advice on which prop would be best suited for this great fishing flats boat.
