1999 150 hp mariner. Changed impeller, still won't pee!

I just finished changing the impeller on my 1999 150hp mariner and it still won't pee. Water comes out of the exsaust really good. There is warm air coming out of the pee hole. I've tried blowing compressed air through the water jacket and nothing seems to help. Could this be a thermostat issue? And if so where is it.

Are you running it on a hose or in a barrel? On a hose it can take up to 2 minutes to exit indicator and up to a minute in a barrel on that year model....

I had it running on muffs. I also had it running for around two or so minutes at about 1700 rpm. The block gets warmer on the top Than the bottom but I'm still able to hold my hand on it for a second or two.
