1998 Mercury 40 hp - Power Trim issue

Hi All,
I inherited a boat from my dad and am trying to troubleshoot a power trim that only goes up.

I replaced the down relay. I hear it click when I push down on the motors built in power trim switch, but nothing moves. It also does not work from the control box up front.
I assume that the power is ok as its working upwards.. Not sure where to go from here.

The red wires your holding is battery power to both relays. The Blue and Green wires are what comes from the trim motor. Use a voltmeter to trace the connections. I could be your problem is the other relay. One relay switches and the other stays in place for the return leg
