1998 Johnson 25hp running rich

I just picked up a 25hp Johnson. The motor starts and runs great but it smokes a lot at idle and runs rough. It also doesn't rev. very high in neutral. Can some one tell me the correct low speed screw settings from lightly seated for this motor?

If it is tiller controlled. The idle adjustment knob is on the end of the tiller handle. #26 in the pic. Turn clockwise to increase idle speed.

The motor has a over rev limiter in neutral position.

1-1/2 turns on the low speed fuel mixture needle valve is a good place to start. Adjust that needle valve only at idle. Hope this helps
