I have a 1998 Force 40hp that the for about a year now it would not trim up unless you would tap on the relays but once it was running in the water it worked fine and then it started doing the samething when you tried to put the engine down. I purchased 2 new relays and installed them and now all it does is clicks when you try to go up or down.

Try cleaning the connections?
Try a direct hookup for testing the motor. One lead to ground, the other to hot.
Then switch them around. If it works then??? You have connection problems?

sounds like the the red wire going from starter connection into relay harness has a problem. Could be a blown fuse, a corroded connection. or a broken wire. The relays click because of control voltage from switch. However, the actual high current power for motor is brought in separately on the big fat red wire.
