1998 225 Johnson propshaft bearing assy

im finishing up an overhaul on my lower unit and when installing the keepers for the bearin assy as i tighten them up the lower unit is locking up. my guess is the gears are binding up. is there some way to shim the reverse gear? but then the keepers wont fit into the slots.. been trying to wrap my head around this for a couple days now and cant seem to figure out why it binds up. any help would be appreciated.

Have you got everything put together inside correctly ? A thrust washer in the wrong place? Do you have a service manual ?

Is the shift housing completely seated?
Which parts did you change during overhaul?
