I have 120 1998 model force engine . The trim will notkl trim out when running the motor pushes it back down. Is there any ting that I can do to fix this problem. It seem like its not holding the pressure ,so the real question is what holds the trim up.

about 1/3 way up there is a bypass valve. If the propeller is spinning then trim is not supposed to lift any further. This is done to avoid overheating. If the drift down stops at 1/3rd then a new trim spool should fix the problem. If the drift down goes beyond the 1/3rd trim limit then you have more serious internal problems.

Below 1/3 lift the trim limit intake is covered. Below 1/3rd the system should not bleed off under any circumstance. If it does, then then it is an internal pump problem and there are no easy fixes. If so, then either have it rebuilt or replaced. Mercury pumps are not particularly user friendly. The rocker arm design has a very low DIY success rate. keep an eye on ebay for surplus parts or rebuilds.
