1997 Volvo 3.0 GS idle rmp question

just a quick question, I have adjusted my idle RPM to 700, by using a shop tach and balancing out my holley 2bbl carb. I have disconnected my throttle cable and engaged the engine while in the water, but my RPM's seem to jump around
680,700,710,690,720 etc, is that normal??? I have replaced spark plugs, wires, rotor, distributor cap as well as carb and fuel filter. I was hoping to settle down the RPMs so they dont jump so much. By balancing out the carb, I mean I warmed up my engine, and turned the screws in and then backed out by 1/2 turn on the screw, re started the engine and adjusted the screws, this was done after I adjusted my idle screw.

Try using a vacuum gauge for adjusting the carburetor.
Forty rpm is not something I'd be concerned about.

It's a carburator, not EFI.
