1997 Mariner 150hp Power Problem

My 1997 Mariner 150hp motor starts and runs fine when I first start it but if I run it a while then cut it off for 10 or more minutes when I start it again it bogs down when I attempt to throtle-up. It idles fine but will cut off if I throtle-up too fast, it will eventually start running OK afetr I put it in nuetral and raise my warm-up lever to increase the idle speed for a minute or two. I have changed the fuel line and bulb. Does this sound like a carb problem or fuel pump problem?
