1997 mariner 100hp carb-choke problems?

I have a 100hp mariner that runs fine until after I throttle up,gets loaded up when I go to an idle,and fuel spills out of the exaust when I shut it down,then its hard to start.

+1. Add Some Sea Foam to your fuel if you don't feel like pulling your carbs and cleaning them out. It contains Naptha and cleans up carbon in the cylinders and all plus mild varnish in the carbs. The can says 1 oz per gallon, but I'd throw in a full 16 oz can to 6 gallons of gas or premix whichever you are running for a one time overdose. It contains oil too so it doesn't mess up your 2 stroke lube. Then take your boat out and run the heck out of it for the whole 6 gallons. Then if you still have the problem, pull your carbs and do a kit and cleaning. I keep it in my fuel and have since I bought the engine used in '04, '02 model. Pulled my carbs last year and other than the pieces of hose crud I found due to fuel lines being over 10 yrs old and ethanol, the carbs were clean as a whistle.
