I have been chasing this shift rod back and forth for way to long. I set the shift rod at 21-15/16 and I had N and R, but no F. I then turned it down one full turn, reassembled and ad the same thing. Dropped the lower again, this time turning it up 2 turns, reassembled and had N and F, but no R. I don't understand it...

I have the shift control cable from the controller disconnected at the engine the entire time.

What am I missing? Could it be something in the lower unit?

It’s on a new to me pontoon that sat for about 2 years and was supposed to have run fine at the time. While preparing it to start up for the first time I noticed it would click while in reverse, but not lock in to reverse, forward was fine. I changed out the impeller and adjusted the shift rod while it was in neutral and have been chasing it back and forth ever since.
