1997 evinrude 15 hp 4 stroke help help!!

I have a this 15hp Evinrude, which would not start correctly and would sneeze through the carb at every attempt to start. I first thought it was a timing issue, so I purchased a manual and the timing proved to be fine.

I removed the carb and clean it and the engine will now start. It will idle somewhat rough and when you try to throttle up it bogs out and trys to quit running, the engine now only sneezes once in a while. To also add confusion to the problem, while idling at times it will smooth out and at that point you can throttle it and it runs fine for several minutes, then will revert back to the same rough idle and bogging problem

I think I have an electrical issue but not sure any help, I could sure use it!!

There's a hose going to the bottom of the carb float bowl. Just for the heck of it, pull it off and see what happens.
