I recently purchased a 1997 bass tracker pro 17 boat with a 40hp elpt outboard motor.
there are 4 rocker type switches on the cockpit console under the gauges.....one switch
controls running lights, one switch controls bilge pump, one switch controls livewell pump,
and I cant figure out what the fourth switch controls......anyone know?

Why don't you ask the manufacturer. If anyone knows they should know. Personally I have absolutely no idea.

Best I can do.

It may be an auxillary switch. My Lowe FM165 has an auxillary switch wired to a blank spot on the fuse panel.

It's an accessory switch, I have a '97 Tracker with the same 4 rocker switch panel.
