1997 115 motor surging at WOT

First off Hi Folks. my question is While Cruising around at about 3500 to 4000 Rpm motor seems to run ok, But when I go to WOT I get a Slight surge you can hear it along with feeling it. It is not Really drastic but when it surges to the higher rpm it runs smother and gains some MPH. I'm figuring its a fuel problem,I changed the plugs and wires.

Could also be ignition but I would suspect fuel as well. Have you replaced the fuel filter within the last year? You may have some fuel lines collapsing or a tank vent problem. May have some slight water in fuel. Just some things to check...

I changed fuel filters on the motor and also the water separator filter, I need to find the vent to see if its clogged, I am also having problems with the ignition thinking its a starter solenoid, turn the ignition and all I here is a click, I have to keep bumping the key, starter works fine and motor will start if I jump the solenoid. that would be great if that was the problem with the surge. we will see.
