If you bought a carb kit, there's nothing to adjust as assume that comes along with a needle valve, right ? Clean in circles internal valve seat with a cotton swab moisten in thinner till swab comes out clean. New needle will sit better inside seat.

Start 1.5 out turns and adjust as needed.

Agreed. As long as the float is parallel to the casting (when inverted), you are good to go!
I would suggest that if the carb had ANY varnishing, you do an overnight soak in good carb cleaner dip (with the jets and emulsion tube nozzle out) and then a thorough spray-out with generic carb cleaner before reassembling.

Thanks for the reply since there's no float adjust it is hard to start and when it does ite very sluggish building rims the it will clean out I smell and see fuel in the water when this happens I'm stumped.

Seing fuel spills where in water ? when OB is working on water, when flushed on a barrel or with muffs ? Did you cleaned the internal valve seat as suggested prior installing the new carb kit ? could be delivering too much fuel due to needle not seating as it should on valve and OB running slugish? When removing both plugs, would you say that are darn wet with fuel ? Check fuel pump diaphragms cond, replace the parts found faulty if cracked, hardened ?

You do understand that 2-strokers are dirty; that there will always be a little sheen in the water.
