1996 Suzuki 25hp 4 stroke

I just purchased this motor and it runs great but the only problem is water sprays out the exaust but not the pee hole what I run it with ear muffs....is this normal?

I stuck weed eater string in the pee hole and also took the foot off and checked the impeller and nothing's wrong with with that.
