You didn't indicate what part of the country you're in, but the south is the worst place to try to keep glue in place. the heat and the humidity wreak havoc on adhesives because when it gets that hot in a closed up cabin (120-130?) the glue has a tendancy to soften up again.
Using a commercial spray adhesive--get it from an upholstery supply shop--spray the under side of the headliner and spray the ceiling. Following the directions on the can, allow it to sit and tack up approx 5 minutes. Slowly replace the headliner making sure you don't stretch it. Be sure where you put it is where you want it 'cause it ain't moving. Using too much glue is just as bad as not using enough. A solid, single pass coating (as if spray painting it) should do the trick.
When buying the glue, tell the salesperson what you are using it for so you get the right stuff. It's the $12.00 a can glue, not the $5.00 a can stuff.
