1996 Ocean Pro 225 No Spark

I've looked the entire internet over for information to help. I have a 1996 Evinrude 225 Ocean Pro with no spark. I have replaced the power pack and stator. Both new from CDI. Unplugged the yellow wires coming from the stator to the rectifier and still no spark. Trying to sell the boat and am at my witts end.When cranking I have 9V at the solenoid. Batteries are less than two months old. Connections are clean and tight.

Have you disconnected the black/yellow wire going to the key switch ??

Yes. Kill switch has been disconnected. Also disconnected the main harness plug and attempted to start. No spark.

Could the starter possibly be dragging and causing low voltage to the power pack. I have 9V when cranking.

Have your battery load tested at auto parts store; engine must turn at 250/300 RPMS to generate a spark. If battery is good suspect a dragging starter. Good luck
