1996 Mercury 115 Outboard Idle is high

I have a pontoon boat with a 1996 Mercury 115 motor on it. I rebuilt the pontoon over the last year from the deck up. The motor was not removed but the console and all cables were removed from the console. Now that I have everything I have been having a problem going in reverse (it grinds when I try to go to reverse. I checked the linkage and it seems good. During troubleshooting I discoverd the idle on the engine is too high (about 1800 RPM). I tried adjusting the idle but it would run for a while and then just stall out. It seems like the enging does not drop down RPMs like it should after starting and warm. sometimes it will drop to about 900RPM and then the gears will go into reverse. Is there something telling the motor to stay at a higher RPM? Any help is appreciated.

Also if you know where I can get a PDF version of a service manual I would like to get one.

You can get one on this site....a Seloc. I have one and an OEM and both have their advantages. The idle is set by ignition timing via the spark advance linkage.
