I looked at a super clean 9.9hp Mariner, the tag is marked 1996, so the year is definite.
Its on CL and looks super clean, the guys swears it was only run once or twice and put away. Its scratched up from being stored but under the hood it looks almost new.
It starts first pull, one you remember to pump the gas twice first.
(accellerator pump and no choke).

Is this just a Yamaha power head or a completely rebadged Yamaha motor?

If its a yamaha, which year range does it match? If any?

No. It’s a Mercury
Are you saying that the whole thing is Mercury?

The power head looks identical to a Yamaha. The carb, intake, flywheel,
belt cover, sparkplugs, headgasket, water pump, and timing belt all are the same as the same year Yamaha.

What markings do you see on the carburetor and the cdi box? Better still is the engine id.

0H005277 was the number on one I looked at, the Yamaha pictured was listed as a T9.9ELRU, both were listed online locally. I have a Yamaha here with no numbers on it that also looks identical. There were two on CL real close to me that were listed for $1,200 cash but they sold before I could get there. The one pictured above is listed at $1,500 but it a lot cleaner than the first two I saw.
I stopped one day during lunch break to hear it run but wanted more info on what it was first.

I have one of those out in the shed, someone gave it to me after they dunked it in saltwater. I stripped it of all the usable parts and the carb and intake were Yamaha parts, the water pump was the same as a Yamaha of the same year too. I think the flywheel, covers, ignition, and likely the whole power head at the very least were either Yamaha or parts made by Yamaha. The tiller was Mercury, with no shift lever. All the Yamaha motors I've seen had separate gear shift levers.

I figured I'd come back here with an update, I bought the Mariner three weeks ago now. I ended up getting it for $1250 cash. It came with a fuel tank but I bought it a new hose, a fresh water pump, and I went through the carb just to be safe. The thing is basically a time capsule, I highly doubt its got more than a few hours on it.
I bought all the parts, including the carb kit from the local Yamaha dealer, I took the motor over there and they told me that its most definitely a Yamaha power head and Yamaha water pump impeller. I also bought a spare prop to carry, a used one off a Yamaha, which was a dead match for the one on it other than color.
If Yamaha didn't build it, they most certainly made all the parts. The power head, carb, manifold, intake, flywheel, flywheel cover, ignition, and head are identical to a same era Yamaha.
The pan is similar but not identical, but the cover is so close if they were the same color it would be hard to tell one from the other. The difference is in how the seal attaches and mates with the lower pan.
The recoil, starter and brackets are identical under the cover.
My guess is that Merc/mariner either made a lower and mid to run all the Yamaha components and power head, or Yamaha flat out built this for Mariner.
Its quiet, the one hand operation makes is a welcome feature, and it runs along every bit as well as my buddies brand new Mercury 9.9hp on a lighter boat.
I have to say I am very pleased having bought this motor. I was leery about buying a mercury because there's no local dealer but in the end, I have parts at hand for it via Yamaha. Its got me thinking of maybe upgrading my larger boat to something similar if one turns up. Maybe I'll get lucky and find a suitable 40-50hp long shaft Yamaha built Merc or Mariner four stroke?
