1996, Johnson 9.9 h.p. 4-stroke, idles great but stalls when you give it gas

I have a 1996, johnson, 4 stroke outboard that starts fine, idles great. As soon as you try to give it more gas it stalls. It seems like it is getting flooded. It will not run above idle at all. I have read other post somewhat similar for hours but nothing that matches my issue. I have already removed the carb and cleaned twice. I have tried to pump the ball while running to see if it helped and it does not. I have used my buddies fuel tank and fuel hose with no change. It appears not to have a fuel filter. Any reccommendations on what to check next?

Have you checked the compression and spark yet?

Check fuel pump and pump pressure. Have seen stuck plungers in those pumps several times.
