1996 Evinrude V-4 squirts gas when choked

My 1996 Evinrude V-4 squirts gas when choked and attempting to start. I have attached pics of the plastic part the gas is squirting from. I think it is a manual choke. What is the part and is it a DIY repair?

That's an electric primer solenoid. It looks like the red knob is cracked. Is that where the gas is coming from? You can get a new knob with the upper base here on iboats or off eBay, or from your dealer, etc. Around $15
