1996 88Hp EVINRUDE wont idle

my husband has been through this motor. it will crank & run but he can't get it to idle at all. Also, when it is cranked and you throttle up on it, it won't throttle back down....it stays wide open unless you manually butterfly it in the motor. The plugs are new & firing, carb is clean and has been checked, we have drained all old fuel, checked fuel lines, & even bypassed the tank to rule out lines, etc., new gaskets throughout, timing has been checked & is correct, etc. We really are at a loss, any help or suggestions would be great and much appreciated.

Some thoughts: The carb idle passages may have dried fuel in them, restricting the flow of fuel at idle only. A carb overhaul resolve this issue. If they are clogged, the engine just won't idle well. If the timer base is sticking, it can cause the idle timing to be too high, and it won't idle well. Check the sync and link and make sure the timer base moves freely-old/dried grease can restrict it's movement. You may need to adjust the throttle cable at the engine end. It may not be permitting the spark lever to return to the proper idle position. If you have a factory service manual, it will help on these issues.

Thanks for the info....We did rebuild the carbs & cleaned the idle jets which really helped. We were able to get it to idle & throttle up on land. Took it to the lake & we now have new problems. I will post the new ? as a new post since the title on this one won't reflect my new problem. Again, Thanks for the help!
