1996 88 special steering arm

I know on some models the power head has to be removed to replace this part. On the 1996 Johnson special 88 20" shaft do you have to remove powerhead to change the arm out. Mine is very rusted and I would like to change it. The parts diagram makes it look like the head can remain intact. Motor does have to be lifted off boat I guess

that is one of the hardest jobs to do, yes it all has to come apart.

The steering arm has two bolts up top and the big one down under the lower mount. I found another forum which showed how to lift engine off boat and you can remove arm without pulling powerhead from midsection. Makes sense to me. I know on some models that is impossible due to the make up of the arm but it looks like on the 88 you can do it without dismantling the powerhead. Still a pain in the a** but I think it will be ok. Now I have to find a good used arm.
