1995 Yamaha 115 Outboard trim not working

I just bought this boat motor and trailer, has a 115 Yamaha outboard, the boat sat at a dealer for a good year and a half, the motor tilts, but when you tilt down and it goes into the trim cylinders, it goes down about a half inch then stops. The motor stays running and doesn't change sound, but the trim cylinders will not retract. The dealer said they will take care of the problem, but I would really like to get this fixed over the weekend and try my new boat out!!

Update on this, the motor trims down now but VERY VERY slow, according to original boat owner it has always been like that?? So the dealer told me if I wanted to have it looked at it will cost me the 90 bucks an hour to have them look at it. I said fawk that!!! So if anyone has any idea's?

have you checked the fluid?

Fluid is full. First thing I checked. Good idea though!!
