1995 Tracker/Mercury 9.9 2-stroke just stopped running well; help diagnosing, please.

Put the boat in the water with new, clean fuel with proper mix. For years this motor has been flawless...never any problems. Just the routine PM and it ran all season. So, this year it ran fine for about an hour, then just sputtered and died. Here is what I have done, so far...

Checked fuel line, more new fuel.
Pulled the carbuerator and soaked it two times to clean any deposits...seems spic and span, all passages appear clear.
Changed spark plugs; grounded both to the block and they are firing.
Verified magnets are still in-place and 180* apart on flywheel.


Symptoms:

Acts like it wants to catch, but will not at idle settings.
Got it to catch twice with the throttle at about half speed position, but it quickly sputtered and died if lowered to idle, or moved to higher rpm level.
Choke seems to make no difference at all.
Starting ether into the carb inlet makes no noticeable difference, at all...will not even seem to be firing on the ether.
Pulled plugs after the two incidents where it did momentarily catch...bottom cylinder plug looked normal; top plug was very wet with unburnt fuel.


If this were my old Mustang, I would suspect timing had moved so far as to make it not start. Not that familiar with outboards (but seem to be learning fast), but can I verify mechanical timing without the engine running? How?

Any and all thoughts on what might be my problem would be appreciated. According to she-who-must-be-obeyed, I need to get this running before the 4th!
