1995 Mariner 40. No fuel on plugs

I have a 1995 Tracker Mariner 40 ser#0G196597. There isn't any fuel on the plugs after cranking the engine. The tank was empty so I assume it was drained before storage last winter. The bulb pumps up and I can see fuel in the filter. Is this going to need a carb rebuild? I've tried cranking it over and choking it, but it doesn't start and plugs are still dry.

It was firm at first and then thinking it might be the problem I squeezed it until it was hard. I noticed fuel shooting out of a carb when I squeezed it when it was really hard.

Yes I have spark. I sprayed fuel directly into the carbs and the motor fires. The the cylinders aren't getting any fuel.

I just bought the boat. It's a 95 Tracker Pro 18. Everything on the boat works (except the motor) all switches function and it appears to have been maintained very well. I even found a new spare prop in storage on the boat and with the gas tank being drained it seems it was stored for the winter. I would think if it was a gummed up carb that maybe one would put some fuel thru and maybe the motor would run rough. No fuel at all makes me think it's something else.

Remove the fuel line coming out of the fuel pump and see if it squirts when you crank the motor. It should pulse. If it does. it sounds like it's time to do the carbs. And might as well do the fuel pump while your at it.

The fuel pulsed from the line. Cleaned the carbs, it had oil in the float bowl. Runs good now but doesn't pump water from the pee hole.

Change the impeller before running the motor on the water. You are running the chance of overheating.

Anyone have the correct part number for the impeller? I see there are 2 pretty close. Should I just replace the whole pump while in at it or any gaskets I will need?
