1995 Johnson 60 HP Timer base stuck

I have a 1995 Johnson 60 hp that won't advance the timing. When I put the controls all the way down in forward the timing doesn't advance at all. When I try and advance the timing myself with my hands the timer base is completely seized. I have two of these motors and on the other motor when I advance the timing manually the timer base advances easily and snaps back when I let it go. I took the flywheel, the stator, and the timer base off. When I took the black ring out of the timer base the groove was full of corosion. I cleaned the groove, regreased, and reinstalled the timer base. I could only get the timer base to move freely when the timer base retaining clips where not tightened because the black ring was turning itself so when I tightened the retaining clips the timer base would not move within the black ring. Any help on how to fix this is appreciated thanks.

It is unusual for this part of the engine to corrode. That timer base usually rotates in a bath of light grease, so corrosion is usually not a problem. You may need to use a little steel wool to polish the timer base bottom. If the plastic base that it rides in is deformed, you may just want to replace it. Best to use some white lithium grease on that rotating surface when you put it back together.

Just replace the plastic base and lube everything correctly.

Thank you. I'll look for the part and replace it. The timer base does slide around the black plastic right correct?
