1995 four winns 5.0 sxs running out of umph

I have a 1995 four winns 200 horizon 5.0 cobra "50faphue" assumed 190 hp with sxs drive 1.60.1 propped with a ss 14.25X21p it was converted from efi to a eldelbrock 4bbl and it runs good but will not top 35 mph and 4000 rpm I feel it should run 50+mph and pull a ski or wake board the throttle is responsive I don't feel any slippage it just runs out of torque I think it should pull the 21 pitch prop with ease but I have been thinking I may need to consider a 17 or 19 any ideals??

I have new autolite plugs, new 8mm wires, dist. cap, rotor button, new carb, fuel pump, filters, removed and cleaned tank, all new fuel line, 93 octane fuel

So was it faster with the efi?The carbed setup may require a different distributor curve.My info is from 93 and there are 4.3s with
more power than the 5.0 in the same listing.I think the 5.0 is intended to run on 87.93 is a waste of money and may actually
slow the motor.Check the carbed ignition timing and be sure it advances as it should.Don't assume the throttle opens all the way.
Prop calculator indicates 29% slip 6 to 10% is more typical. I think your rpm might actually be lower than indicated.You should confirm your tach is accurate. Or your speed is wrong. or a combination Is speed by gps?
Your slip would tend to be a little higher with the reduced rpm but according to my info your only low by about 400 rpm
There is a switch on the back of the tach; note its position and operate it a few times to clean the contacts borrow a gps so we can confirm the speed.
