1995 Evinrude 45 hp comm. operating range?

i have 95 45hp commercial evinrude the motor is a 2 cylinder. and has the v-4 gearcase. does anyone know the idea rpm? having troube propping boat, currently have a 16p 4 blade, motor seems to be bogged...any answers or suggestions would be greatly appreciated.
