1995 Evinrude 25 hp misses badly over 1/4 throttle

Recently purchased and ran fine. A bit hard to start but once started will restart first pull all day. First 3 outings no problem. 4th time out ran fine when I left the dock but after restarting missed badly once throttle reached 1/4. After a few minutes of missing it started to run smoothly again. Next few outings would run fine when leaving dock but start cutting out after restart at anything over 1/4 throttle. Engine misses badly and will not rev up as it should. Now it misses all the time when I try to accelerate past 1/4 throttle and never smooths out. Will idle fine and seems normal up to 1/4 throttle then starts cutting out badly. I have replaced fuel filter, primer bulb, spark plugs and check wiring for loose wires. Found 2 but fixing them did not help.

One of two things come to mind. Leaking air in the hose or connections somewhere or Fuel pump is failing. When you say you replaced the filter, do you mean the screen in the fuel pump? Did you disassemble the pump?

Disassembled and inspected fuel line from tank to motor. Replaced fuel filter in line. Installed new primer bulb. Have not disassembled fuel pump.

The spot where the fuel line connects to the pump has a larger round screw / thump screw holding the connector to the pump. Take that off and the screen filter is behind that. If you chose to remove hose from connector, be careful. it's plastic. If it has crud in it, it's time for pump and carb cleaning. If you find it clean, reassemble, then pull fuel line at carb and crank motor. There should be good strong pulses of fuel out of the line. If not, faulty pump.

thanks for the suggestion. I cleaned and rebuilt carb but it did not stop the missing. Sure improved starting though. Started first pull after cleaning. Was usually taking 20 or 30 pulls before it would start. Fuel pump was my next step. I did remove the screw and look at the screen where the fuel line attaches to the pump. Looked clean. Will test the pump as you suggested and see what happens. Thanks
