My 1995 90 hp force power tilt and trim motor is running slow. Is this just because the motor itself is going out or do i need to replace the hydralic fluid?

The three ram system is supposed designed to trim slow and tilt fast. The single ram system should be the same speed throughout.
If the fluid is low then the system will not lift all the way. As long as the system is moving then the motor should run normally. If it runs slowly then it is either a bad connection or a bad motor.
