1995 40 hp merc and bought a tiller arm for it....

I bought a 1995 4cyl 2 stoke merc with out controls. So I ordered a tiller arm off ebay for it. It has the off run switch but the place for the key ignition in capped off. The mech. I got it from told me I need the key ignition with choke for it. Has anyone added one of these like my situation before or have a image showing what all this entails? Motor also has power trim/tilt. any help is appreciated. this it the tiller arm I received and the motor .....

this is the cable I have with it. can anyone inform me on the 3 wires near the plug end to the motor? and with the cut end, what do I need to do to run a key start and tilt trim swith other than using the color codes for the wires?
