1995 35 hp Evinrude electric confusion Help!

This Evinrude has the ignition set up as shown in the photo. This was fooled around with by the person who sold it to me at a good price because he couldn't figure it out as to the spark only on 1 cylinder problem. I think he lost some screws to hold the bracket that is hard to see in photo as it is under the 3 electronic components. The bracket was not attached solidly to the motor but floated and one screw was missing. I'm sure it is not suppose to float but be solidly attached. In a schematic it shows a tube like sleve that the screw bolt goes thru but calls it a washer? Also do the coil and CID ground wires look like they are attached in the right places?

On this outboard I found power pack was bad by simple test light method of putting negative lead on CDI ground wire and testing the 5 prongs on the CDI wire feed with CDI off the outboard. Some did not light. When the CDI is on the outboard when I test this way none of the prongs light. Why is this?
