1994 Yamaha ProV - 115hp - P115TRS - 2 Stroke Looses Power

This motor has been bullet proof until today. The engine started fine -
idled ok while I parked but when I pulled away from the dock the engine
didn't have any power (it sounded as if the engine was fluttering). I
slowly put the throttle down and no power through 1700 RPMs. I pushed
the throttle to wide open it acted as if it hit a passing gear and it
screamed down the lake. I throttled it back down and when I hit about
1700 RPMs it started fluttering again as if it had no power. I pused
the throttle back down and she took off like before and then the motor
just guit at WOT. After the boat came to a stop I tried to start it and
it took off again and down the lake we went. Again I throttled it down
with the same results. I pulled the cowling and put in another set of
(used)plugs (the old ones looked good) and this didn't help. I would
stop, start, idle and run at WOT several times trying to figure out what
the problem might be. At one point while I was running the boat it
would not get passed 3500 RPMs at WOT but after I shut it down it
screamed out of the hole. I religiously run Yamaha Ring Free at each
fill up and run SeaFoam about 3 times a year. I noticed that my fuel
filter had loosened up a little so I tightened it and relaunched but I
still had the problem. The gas is the same as I used the last trip which
I had no problem. Also I did notice a small amount of gasoline in the
boat splash well after I tilted the motor up. Where do I start troubleshooting.
Any and all help would be appreciated. Thanks
