1994 OMC Cobra won't rev

A friend just bought a 21" 1994 Seaswirl with an OMC Cobra in it. It is the 5.0 Ford engine, fuel injected . The previous owner put a new engine in it and new risers. The engine has new plugs and a new fuel filter. It sometimes shakes at idle (hot or cold) and will only pull 3000 rpm, which just about planes the boatgiving under 20 mph. The boat is not overpropped, it has a 15x17 prop on it. We checked the compression and it's 120 across the board. I'm running out of ideas on what's wrong. I'm thinking possibly water in the fuel.I would appreciate any thoughts on this. Can we pull a code from the engine???

The first step is to get the service manual that gives the procedures for working on and troubleshooting the engine.<br /><br />Most mechanics check the fuel rail pressure initially when checking for drivability problems on EFI motors.
