1994 Johnson coughs at idle

Just got my boat running, if you read J200 wont run you'll know what I mean.
Anyway now it coughs at idle, sometimes this stalls the motor.
The warning horn also sounds (no oil) but very faint, I can hardley hear it.
If someone can help, Please let me know.

Horn sound, cough means----LEAN.

My guess, you have a big time fuel restriction.

OK, you've had the carbs off so are you sure the butterflies in the throttle bodies are all shut? The bottom ones on a V6 looper can be a bear to get adjusted.

Are you sure the O rings on the carb body to throttle body are seated correctly? Are you sure you have the right ones?

You mentioned the needle valves were out more than the book calls for -- that's not unusual. What are they set at now? By the book or where they were before?

Have you done a sync & link? Have you changed the screw in the throttle arm? If so, you have to put it back and start the sync & link over. That's not how the idle is adjusted on a looper.

Run the motor - at idle only - with the air silencer off and see which carb the sneezing is related to.

I did a link & sync, all is good. I adjusted the idle air mixture to 2 turns out, it still coughs a little but doesn't stall.
The alarm isn't an alarm. The horn is chirping.
I did an oil usage test and it is using oil.
