1994 johnson 115hp power trim pump test

The power trim pump is off the motor. The two bars are extended but the main cylinder is not. I touch the two wires to a battery and the motor turns on but nothing moves. I switch polarity but same thing. It appears to be full of oil. How can I be sure it works?

Check the oil level some more after running.
