1994 Evinrude 40hp wont rev

Hello, Im new to the site and needing some help. I just purchased this motor and did all the basic tests to take care of common issues. I rebuilt the carbs, compression check(124/123), sparkplugs ect before taking it to test today. The motor starts very easy and idles smooth. The problem is in the neutral reverse and forward position it wont rev up. Somewhere right at 2000rpm it acts like its hitting revlimit. It doesn't seem like its bogging to me and revs quickly to the exact rpm at each position. I haven't owned this series of motor before but it should be able to locate areas accurately described.

I also checked the links for the carbs and and the advance for the timing. From what I see everything is opening on the carbs as it should. this is the vro version and its been changed to run on mix gas. Any suggestions will be helpful. Thanks

Turned out to be an easy fix. The sparkplugs I replaced had been submerged when I left the dry box open. New plugs and its running like a champ! I really like the motor too. Pushes my 15 46 boat 37mph
