1994 evenrude vro starting issues

I've got a '94 evinrude vro rated at 40 hp. its an outboard. its been having some starting issues. if i disconnect the wiring harness and jump my solenoid the motor will fire right up like a champ. with the harness connected nothing happens. i trouble shot all of the relays and the wires and i've seen no noted issues. i'm not quite sure what the wire harness hooks up to. is there any chance anyone has seen an issue like this before that might be able to offer me some wisdom on the issue? thanks

it sounds like either the ignition switch is bad, or if equipped with the dead man emergency kill switch lanyard, it is not engaged, or the kill switch is bad. your problems lie in the harness or the control box. i have the same motor.
