1994 DT25 water pump issues

I recently picked up a '94 DT25 with a water pump issue. Impellor & housing had already been replaced. I replaced the crankshaft seal, water pump plate & gasket, as well as removed thermostat, and replaced the water jacket / exhaust gaskets. With engine hooked to hose, it's got a decent stream from tell tale, but in water it has nothing. I pulled lower unit, dunked it in a bucket of water just above the water intake, but below the cav plate and spun it with a drill. Nothing. I thought about a video I'd seen one time, so I dunked the lower unit deeper (water to base of pump housing) and tried again. Pumped water good.

Now for my question... What can I do to get it to pick up water without the entire lower in the water? We run shallow (sometimes < 12 inches) and I need it to still cool the motor. I've always run motors with the cav plate about 1-1/2 to 2" above bottom of boat with no issues, but there's no way I'll be able to like this. Any thoughts?????
